Police: Baby grabbed by back of neck by man fighting with mom

JOLIET - Police say a Romeoville man lifted an infant by the back of the neck during a fight with the child's mother Sunday.

The incident occurred about 4:30 p.m. in the 300 block of South Joliet Street while Flower D. McNeil, 28, was arguing with a 21-year-old woman, according to Deputy Chief Ed Gregory.

"The woman called the police. McNeil had left, but she told the officers while they'd been arguing, McNeil had picked up a one-month-old boy by the back of the neck," Gregory said. "She also thought he was going to hit her."

The child was taken to Presence Saint Joseph Medical Center for a precautionary exam, Gregory said.

About 5:30 p.m., McNeil, also known as Flowers D. McNeal, allegedly returned to the area and the victim called police, who took him into custody.

McNeil, of the 1500 block of Azalea Circle, was arrested on charges of aggravated battery to a child, assault, endangering the life or health of a child, domestic battery and theft. According to court records, McNeil was previously charged with domestic battery in 2015.
