The developer of The Boulevard wants to begin work this summer.
The project at Interstate 55 and Route 30 has been planned for a decade to include a Costco warehouse store, which still is on Joliet planning maps for the project.
But the developer is not commenting on whether Costco or any other stores are lined up for the site, which mainly lies in Plainfield but also includes land in Joliet.
“Our plan is we’re going out for bids on the earthwork,” said Ed McGowan, a partner in 55-30 LLC. “We’re trying to get going by July.”
McGowan also is one of the original investors who started the Empress Casino, which now is Hollywood Casino in Joliet.
Joliet has scheduled a special meeting of the Plan Commission for 4 p.m. May 30 for a possible preliminary vote on plans for site.
Joliet Director of Planning Michael Schwarz said the special meeting was called to accommodate the developer.
“The aim is try to get something to the [City] Council for the end of June,” he said. The City Council would vote on final approval for the plans.
Only 21 acres of the 171-acre site are in Joliet. The land is in the northwest corner of the interchange.
Joliet and Plainfield have worked together in planning the site, which included a Clark Truck Stop that was torn down to make room for new development years ago.
If Costco does come to the site, it likely would be on the Plainfield side.
Schwarz said the largest anchor space on the site is in Plainfield.,
The village of Plainfield has not yet scheduled meetings for approval of the plans, said Jake Melrose, Plainfield’s economic development manager. But Melrose said Plainfield staff was meeting with the developer this week.
