On Feb. 6, task force investigators interviewed Joliet police detective Brad McKeon, who was with Bandy but didn’t witness the shooting, Carter’s mother, Grace Vann, and Vann’s housekeeper, an unidentified 64-year-old woman who works for Community Care Systems. Bandy was interviewed Feb. 11.
Bandy told investigators that he and McKeon and went to Carter’s home after visiting his employer, Elite Staffing, and receiving confirmation from a supervisor that Carter was the suspect in a still photograph of the bank surveillance video.
When they arrived, McKeon said, he heard Bandy tell Vann they needed to speak to Carter. McKeon said Bandy then told him to go to the back of the house.
