Recreational sales could start as soon as Jan. 1 in Joliet

A marijuana dispensary is seeking permits for two recreational-sale locations in Joliet.

The Zoning Board of Appeals on Dec. 5 will consider special use permits allowing recreational marijuana stores for Green Thumb Industries.

Approval could pave the way for retail sales of recreational marijuana in Joliet to begin Jan. 1 when it becomes legal in Illinois.

The special meeting of the zoning board has been scheduled two weeks ahead of its regular meeting date, and the special use permits for adult-use cannabis are the only items on the agenda.

Green Thumb Industries operates 3C Compassionate Care, a medical marijuana dispensary at 1627 Rock Creek Blvd.

The company is seeking special use permits for that location and at a former mattress store it acquired last year at 2903 Colorado Ave. in the vicinity of the Louis Joliet Mall. The former mattress store has been undergoing remodeling in recent weeks.

The state in August issued licenses for Green Thumb Industries to sell recreational marijuana in Joliet and Naperville, where the company also has a medical dispensary.

Naperville officials, however, voted to opt out of recreational sales, an option allowed in the state law that permits use while also giving local communities the ability to ban sales and other cannabis businesses.

Joliet on Nov. 19 approved zoning regulations permitting recreational sales in most commercial and industrial areas while setting restrictions on how close the stores can be to homes and schools.

The Louis Joliet Mall area is one of the districts where sales are allowed, although potential retailers still need to get special use permits from the City Council before going into business. The Zoning Board vote would be a recommendation, while the council would have the authority to approve the permit.

Council member Bettye Gavin has said she would like to see a limit on the number of stores in Joliet, although she voted for the zoning rules that do not contain a cap.

“I wouldn’t want to see any more than three,” Gavin said Thursday.

Gavin said she expected Green Thumb Industries would seek permits for sales at the two locations the company has in Joliet. The company has not opened yet at the former mattress store, although the city more than a year ago issued a special use permit allowing a medical marijuana dispensary at that location.
